The problem is that Congress has few effective mechanisms to restrain the President beyond impeachment, especially when Trump can redirect funds from one budget item to another to finance his preferred priorities.
The problem isn't that "Congress has few effective mechanisms to restrain the President" - the problem is that THIS supine Republican Congress is led by spineless cowards who have ZERO interest in restraining THIS president.
Musk, as a private citizen, has considerable freedom to pursue his own foreign policy initiatives.
As a private citizen Musk has absolutely no right to "pursue his own foreign policy initiatives." That is the exclusive prerogative of the United States Government.
A more accurate statement is that the corrupt Trump administration has no interest in constraining Musk's conduct of foreign policy as Musk pours billions into Republican campaigns in order to purchase enthusiastic consent to Musk's conduct of foreign policy.
