The President doesn't have authority to redirect money at his whim
Private citizens do not enjoy the privilege of conducting their own foreign policy. We have laws against that.
Impeachment is how Congress draws a line.
The problem is that the GOP has gone tribal. They simply won't impeach any Republican, no matter what they've done.
