Just look at who are destroying their cities. They're predominantly young generations of African and Middle East migrants.
There is no policy that could've prevented such massive destruction other than cutting down the number of migrants. They are just society cockroaches (or should I say parasites) that were waiting for excuses to rob the countries that accepted them.
