required in a player to be a good shooter is good/great "touch" and then followed closely by "proper fundamentals". That's something that is difficult to describe but IMO, it's that feeling in the fingers that allows a player to "feel the correct distance" to propel a ball from varying distances while applying a good rotation to it and the required softness to apply to the ball when near the hoop. Fingertip control is the key.

I've played with many players (and also taught shooting to many at various levels) and some simply didn't have that magic trait called "good touch". They were the "bricklayers" I came in contact with. If one has very sensitive fingers and decent touch to start with, touch can be improved, to some extent, with attention to details and many, many reps.
