Trying to define the WCO is impossible bc there are so many different versions. Generally speaking you need RBs who can catch the ball out of the backfield and a lot of short timing routes to the WR. Orignally it was a 5 step drop and out (from behind center), but now its run from the gun and obviously the QB isnt reading while he drops back.
In terms of running the ball, its using a zone running scheme.
The general problem with running the WCO is the play calling scheme is very complicated, so it takes a lot of time to learn, and it's so timing reliant. Timing takes reps and there just isnt a lot of time in college to fully develop the requisite timing to be effective.
