I took him to mean that the solution would be for (some of) the money to go straight from the source (media companies) to players, without the school acting as the middle man. This would in theory eliminate the issue with Title 9, which applies to schools that receive federal funding, but does not apply to ESPN and Amazon, etc.
It very well could disrupt the House settlement. But right now it's just a memo from the Dept of Education's Civil Rights office. It's not in a statute or any case law. And that Department is about to be turned upside down, to say the least.
Many years ago, I worked in the Civil Rights Division of the DOJ, and I can tell you that the cases/agendas that were pursued can change drastically from one administration to another. And that was "only" going from Clinton to GW Bush.
I mean, many in Trump's circle don't even think the Dept of Education should exist. And now they're going to just let this memo stand?
