That were necessary to provide a remotely decent experience to anyone visiting the Rose Bowl for any reason, including UCLA games, the Rose Bowl game, soccer games, concerts, etc?
Those upgrades were needed regardless of whether or not UCLA plays there.
And classic cars suck. They are uncomfortable, lack modern safety features, get horrendous gas mileage and pollute substantially more than their modern counterparts. And this is from someone that used to have a 55 Chevy Bel Air, drove many old VWs, and a 1960 Buick Special.
