Just looking from the outside, it's just an odd time with less than a week to go before the football season starts.
With everything you mention and everything put out there, you would have assumed they'd gotten a new AD prior to hiring a new HC. Since that didn't happen, you'd think that this would have happened either during the season or shortly after.
While I don't think most are surprised that Jarmond was being let go, I would have to think a lot of decision making in the past would have included Frenk. I don't know how that whole dynamic works, just a guess. Harris, by the sound of it, is an interim fix so there will have to be someone sought after at some point to be permanent. College sports are so crazy right now and makes about as much sense as crypto currency to me (honestly crypto currency makes more sense to me), that I'm hoping that the relationship with Frenk and Harris are absolutely what is needed right now to accomplish moving forward. That's why I'm guessing those conversations may have been happening for a while.
It's crazy because there was all this speculation in Las Vegas that this group was locked in on starting the new NBA team and then all of a sudden they are involved in the purchase of the Lakers. Not long after, Harris is now an interim CEO (another odd title for college sports) and AD.
