Yep it sounds insane but it's a cultural thing.
I have a good friend I used to work with who's Korean and she said if you're not Korean it makes no sense but if you are you can almost understand why they waited so long to try and intervene you have spent your entire life NOT doing something, even in a crisis like that it felt wrong to them
