This is ICE fulfilling its initial promise and reason to be. It is, after all, an agency of the DHS. They will not be looking at immigration as a civil enforcement but as part of a war on terrorism. They will by their very nature, look at poor folks trying to cross the border to build a better life for themselves or escape poverty and cruelty as a form of military invasion that needs to be stopped at *any* cost.
I have been arguing this for years and will continue to argue for it until my last breath: institutions develop a personality, a character that is cannot be simply reduced to the person who's running it, It comes from people who get hired, how they are trained, what incentives are built into the institution, how the new members are socialized, what they are socialized into, what everyone in the institution, from middle mangement to all the way to the janitor see as their mission. That sh*t does not change when the administration changes and/or someone else runs the institution.
This is true for every agency, except in this case, partly a result of the conditions of its inception, ICE has developed a particularly nasty and irredeemable character.
