meaning the party that formed the government does not have the majority, but it's being supported by some other party that has opted to not form a coalition, but stay on the outside and support the government on specific issues, including the vote of confidence .... Until they decide to pull the plug for whatever reason.
That whole vote of confidence thing may come across as unnecessary instability, but I see it as an essential feature that gives the system dynamism and makes it more responsive to shifts in public opinion, as opposed to what we have, which is being stuck with a bad government for the next few years.
Yeah, we also for some reason never recommend the equivalent of the second amendment in democracies we build, especially after we've invaded them.
