Sure, they'll never do it. But

(a) it would provide the context to talk about Trump's mental state, and draw the media in to discuss the questions about his age and senility,

(b) it's a perfect indirect attack that puts Trump in a position where he can't counter-attack because the demand is not on him,

(c) by shifting the agency to his cabinet (by the very nature of 25A), the demand sidelines him, which would drive him absolutely nuts, and probably more paranoid,

(d) it would add extra pressure on his cabinet members, some of whom are probably about to crack big time (the ones that are not naturally psychopathic, but just playing one on TV), which is when we'll start hearing that some of them want to spend more time with their families. Once that resignation cycle re-started, the whole cabinet will go off balance and the more they stay that way, the less damage they are likely to cause.

I don't see any down sides. It's just bare knuckle politics, which people like Schumer and Jeffries are certainly not cut out for.
