In the past, they created safe majority-minority districts to produce gerrymandered GOP majorities.
You put 90% of African Americans in one district. That Democratic congressman doesn’t complain because he has a safe seat.
GOP lawmakers then create a series of 60–40 districts.
You have Democrats demanding that this gerrymandered, power-losing structure continue to exist because of optics.
Smart Democrats who understand this power imbalance will not say anything for fear of being called racist.
