Rubio could go and get all 15 cabinet members to agree, but if Vance says no, it dies.

And that puts the VP in an awkward spot: essentially declaring himself the next President.

And no one in the process will declare themselves until they are confident of success. The President would regard an attempt as a failed coup.

It creates a dynamic where cabinet members won't move unless the VP is on board; and the VP will want to be the last one to declare.

The 25th will only work in situations where the incapcitation of the President is obvious to the public and the VP and cabinet can say it is regretfully necessary--and be believed.
