Don't even have to be a billionaire for that a VP in a tech company can do that.

We had a guy at one company I worked at who did that in a technical meeting and this British consultant took him on. The VP said they had promised a customer a certain product, DSL chip company I was at, and the British consultant said "ok if you will just suspend the laws of physics we'll be happy to make that product."


He became a company legend for doing that. I forget the specifics but basically the product the VP had promised and sold to the customer wasn't technically possible.
