Says the US is not responsbile for any fraud or other misuse once the money has been transferred. So if some of these Jan 6 folks just turn around and commit mass fraud with the taxpayer money Trump gave them, his government is not responsible. And it talks about transfer errors too, so if Trump "accidentally" transfers it to himself, the government has no accountability
