It was based on money that Iran had paid the US to buy weapons back when the Shah was in charge of the country (pre-1979). Those weapons were not delivered, obviously, because of the revolution, and the money was not returned either.
I am assuming some court ordered that the money should be returned with interest. 1.3 billion of the 1.7 was the interest accrued for not having returned the money back when the US decided not to send the weapons.
There was also about $100 billion of Iran's money in foreign banks that was released under Obama, but that was basically their money that was being blocked.
Clearly, the $300 billion fund you're talking about is clearly a whole different beast.
