The ten states that rank lowest for education are Alabama, Mississippi, Oregon, Oklahoma, South Carolina, West Virginia, Arizona, Louisiana, Alaska, and New Mexico.

Arizona is purple, but has been red for quite a while before that.
The reality is that in most states, the quality of schools varies dramatically by where you live. There are great schools in California and terrible ones.
Also, student performance is heavily influenced by parental involvement. My wife taught in poor areas and found that there are way too many parents who don't care if their kids get a good education. It is hard for even a great, caring teacher to overcome that.
