That is possible, but most people were on the fence between Steyer and Becerra and many were waiting to see how the polling shook out and if it was safe to vote for their preference between the two without risk of a Bianco-Hilton General. A lot of people who voted for Steyer were ready to vote for Becerra if it was closer and those will be easy to win over.
