Take the Oregon example. If the post office can't deliver even half of the votes, how valid are the election results? How valid are the results anywhere, for that matter?
The best case scenario is that the states can go ahead and elect their representatives, but at the end of the day, they still have to go to Washington DC, a city under federal control and multiple forms of the police force more than willing to do his bidding.
I think your thinking is too confined in what is legally permissible (in a democratic society) as opposed to the power of disruption and brute force (in an undemocratic society).
