That statement pretty much says it all. If you have an AI and give it the instruction to do something, anything at all times, sure you can simulate the thing that comes to sentient beings innately, I'll lean more towards them not being sentient. Argument can be made, obviously, that their sentience turns on and off, but I'm not sure what that would meaan.
