Financial institutions that were not registered in Delaware?

Was there ever a way a financial institution *not* going to benefit from student loan payments whether it is paid over a lifetime by the ex student or the government? The loaning system was set up to benefit the financial institutions maximally any which way the payments are made anyway, right?
