It had a sunset clause after 10 years. There's no chance of ever getting it renewed with today's GOP. This is exactly why you don't have sunset laws, it's too hard to get important bills passed, and nothing will ever get done if you are constantly trying to renew controversial laws. Old and bad laws can be replaced or repealed, which solves your problem.
