Most of the state primaries had already been done. It was too late. Yes, I also read that his endorsement of Harris caught everyone by surprise.

This race was an uphill battle regardless of who was running. Incumbents were losing around the world. I think Democrats' surprise performance in the midterms combined with his good State of the Union speech emboldened Biden to stay the course.
