Cal's on-campus facility, Memorial Stadium, was opened in 1923. UCLA was only four years old at that point and still located on Vermont Ave.....
Even with that decided advantage, UCLA has a better overall record against Cal, including a 18 year winning streak, and has achieved more success since the 50's. In fact, Cal is the only team of the original Pac-8 or AAWU to not play in the Rose Bowl game in more than 65 years.
No doubt, UCLA dropped the ball by not building a stadium at Drake when it had the chance. But Cal's Memorial stadium has already been there a long time before that vote ever came up.
