The clerks job is mostly ministerial. But the rules for the clerk say:
the Clerk “shall” place regularly elected, properly credentialed representatives-elect on the rolls.
Same type of thing like the Vice Prez and the electoral vote count. VP could not say certain votes didn't count but trump wanted him to nullify anyway.
So this time they say, lets make the stakes smaller instead of a VP, lets put in a compliant clerk.
