If we happen to be in this timeline:
The Dems take 70% of both houses. Then the dems can make policy changes without trump's approval. They just have to wait for the 10 days to pass, (the max time or the bill becomes law). Since this is all planned out when he brings the bill back, congress will spend a short amount of time to override the veto.
