as you can see from this article the entire problem is the Trump admin redefining what high speed internet actually is. Illinos was the last state to finally get approval and to do so they had to dramatically cut back on fiber instead using fixed wireless or Starlink in many locations on their plan. The Trump admin kept "sending back" their plan because it was too expensive.
That same thing played out all over the country and as a result the "fiber" rollout is going to be in many cases not fiber at all
If you read the attached link the Trump Commerce department dramatically cut the amounts that had been granted, in some cases states are getting 10% of their awarded amount, to actually rollout fiber. The Trump admin is being sued by Dems right now for attempting to rescind bipartisan approved funding and effectly "take it back".
