I googled it. She said it's lacking in structure it needs to be an annual thing not a one off and it has to be structured more clearly right now it appears too much of the money goes to health insurance companies rather than directly addressing systemic issues with health costs.
Remember the entire point of this is Trump took so much money away from healthcare that California wants to tax the people who funded his election and use that money to cover the shortfall for healthcare.
