FEMA chief tells states pay for your own disasters

The head of FEMA told states they should be saving money for their own disaster funds as going forward the financial cost of disasters should be borne by states. Not just blue states, all states.

Apparently Trump has decided the Federal Emergency Management Association has no responsibility to manage emergencies.
