Anybody can offer any kid.
Getting a kid to commit is meaningful. Getting the kid to sign and honor his NLI is the pinnacle. There's no point in getting too excited until pen gets put on paper.
And even then... every kid is a flight risk. How many kids are showing buyer's remorse and hitting the TP after just one year in the program?
And even more "even then"... how many true fr are good college football players? Very few. Most kids are not big enough, or strong enough or experienced enough to play cfb as true FR and succeed. Those that do play usually don't play well. They get hurt, because their body isn't mature enough to take the abuse. They're too weak, too small, too slow, and/or too low in FB IQ, and so they get beaten like a drum on the field. They're a liability.
Personally, I'd like to see Ucla's FB recruiting class have a 66%/33% split between TP guys and HS guys.
