1) USC wanted a package deal.
2) Los Angeles is the #2 media market. Seattle is #14. Portland is #22. The LA teams might also bring in #28 San Diego. I think LA college sports gets coverage in #42 Las Vegas.
When you are negotiating a media deal, having a monopoly on college sports for the #2 media market matters a lot. Just ask the former Pac-12 how much not having LA cost them.
