In this scenario, there is only one group above 33.
When an influx of "others" flood a community, the entrenched group will resort to red-lining lending or insurance practices to keep the immigrants/gays/riff-raff out, whatever shape "the bogeyman" takes. There will be collusion to not sell to the "other". (But often the profit motive, in conjunction with the fear of being the last one trying to hold down the fort, compels the neediest members of the community to sell.... and, well, y'know,...."there goes the neighborhood")
