. . . real estate. Post all the suggestions you want. But there's only one decision-maker. And he clearly only wants to invest a minimum amount of of his time here.

So here's my suggestion:
1. Figure out who the owner is and how to contact him.
2. Persuade him to meet with you
3. Meet and give him your ideas
4. Promise to commit as much of your time and as much of your fortune as is necessary to bring your ideas to fruition.
5. Get the owner to agree to allow you to access the computer code that operates the site.
6. Copy the code to another file.
7. Research and identify how to change the code to fulfill your suggestions.
8. Change the code in the new file while 1preserving the old file.
9. Test and adjust the new file to prove that it fulfills your suggestions while maintaining all the positive attributes of old version.
