The 1994 Crime Bill applied to federal crimes, so no it was not what fueled growth of private prisons. It is the states which imprison roughly 90% of incarcerated persons in the U.S.

The one outlier is the use of private prisons by INS, which has grown massively of late. But that has nothing to do with the 94 crime bill.
