Thanks for the clarification.

Just know Bill Clinton and Joe Biden's crime bill is what fed the need for the massive increase in the privatization of prisons.

I'm not going to vote for Steyer however, what Clinton and Biden did was far more impactful to mass incarceration than Steyer.
