(FYI, you're dating yourself with that reference. To answer your question, though, it's not a rule, but a tactic to (a) waste time, (b) break your opponents flow, (c) pressure the referee to issues a card, (d) give your team a breather, and (e) sometimes, just sometimes, having a player coming at you with that speed and step on you forcefully with those crampons f*cking hurts. You don't see the fake ones all that much in the game these days. I'm not sure if even Italians use that tactic all that much anymore. Although a lot of it also kinda depends on whether the referee is able to control the game.)
