Driven by the desire to keep the star players before the big game. I can see they applied it in this context because they wanted to keep the stars. FIFA, after all, is in the business of money making. Argument can be made that teams should go into the cup with the cards they have on the table and no resets should be made.
This one doesn't fit that logic, IMO. It's a blatant instance of corruption and it will cost the US team major favorability points and respect among the broader international fandom of the game. David no longer looks like David when football gods put their thumbs on the scale.
