How was Yamal's prior handball anything but intentional?

I really can't understand how and why soccer insists on intent other than to allow referees an opportunity to even the game out.

The announcers praised Yamal for seizing the opportunity to put himself in a position to be fouled, and yet somehow his associated handball was apparently ruled unintentional despite the fact that the ball was lofty and the foul occurred after the handball.

I have the same problem with the intent decision with regards to Portugal's Veiga's failed header that skipped to a Croatia player who next scored. The offside ruling was based on Veiga's perceived intent. Veiga has headed the ball out thousands of times, and he absolutely intended to head the ball forward, but he failed and instead the ball went behind him.
