I think the facts disagree with your assessment

After enduring Chip are you still going to argue in support of the slow incremental change model. Chip's culture shift was pretty immediate, only problem is that it wasn't a good or successful shift. Foster, the same, his shift was immediate, only it again it wasn't a good shift, it just built on the failures of Chip and compounded them with even higher levels of institutional incompetence. I'm not a big Mora fan, think he's a total jackass, but he did produce an immediate culture shift with immediate results. Look at Florida, Oklahoma St and ummmm UCLA for examples of immediate culture shifts this year.

Culture changes in college football are often swift and in the transfer portal era have never been swifter. Indiana is the obvious poster child, but the fact that a UCLA team that started last season 0-4 has opened this season 4-0 with a completely new staff and mostly new players is pretty indicative of a complete shift in the program's culture having already taken place. Will they face tougher competition and further adversity? Of course. Will they win every game they play? Unlikely. Will there be some disappointments? Almost certainly. But this isn't culture related, but is simply a product of the talent available vs the talent we are facing and the whimsical nature of the college football season. Between say Michigan and UCLA, two teams that just underwent major coaching overhauls after hitting rockbottom with their previous staffs I'd say that Chesney's culture shift is a hell of a lot further along than Whittingham's. UCLA under Chesney has already forged a definitive identity, whereas Michigan is still largely a mystery, though at this point there seems very little doubt as to what the ceiling is on the team this year. They may outperform expectations on a given week, but appear more likely to disappoint.
