be competent to maintain a checking account to start up electric service and pay bills related to the house. I agree he definitely needs mental health counseling but he may refuse that too.

He's got over a million dollars in equity. Putting that somewhere secure should be a priority if he will allow UCLA to help him. He probably has no insurance. The house could burn down. Yes, he may squander any income stream but better that than losing the whole amount.
