I think present events radically disprove that theory

what Trump wants now is for his administration to the curator and custodian of a single citizenship list more than anything.

Because if that were the case and he is in control of who can vote (or who is listed as a citizen) he could arbitrarily (in the legal sense) pick and choose who can and cannot vote by purging them from the voter/citizenship roles.

We have forms of national ID -- Social Security, passports -- if persons want them.

But I can't think of anything more dangerous right now than to have a national ID system administered by Trump and his white supremacist apparatchiks.
