I wish him all best (except for our game, of course), but he's presumptive only because they lost everyone else, and he's the only transfer qb:

"Those 26 total departures contain 4 quarterbacks including both their starter and their backup from last season who are headed to Wisconsin and Coastal Carolina respectively...

...The only quarterback addition via the portal is UCLA backup Justyn Martin and he appears to be the presumptive starter."

AFAIK they haven't based this on practice or a depth chart or anything other than those sentences.
