There were plenty of voices that expressed disappointment the minute Biden declared that he was running for re-election. The voices grew over time with age being the primary issue (not necessarily dementia) ... so much that his 2024 State of the Union address was seen as the big test wrt his capacity, and he somehow pulled that off. Objections to his age and his mental decline became much more muted after that because somehow he pulled it off.
What turned things around was not the polls. When poll results started coming out, the network around Biden and the democratic leadership (progressives included, in one of the greatest tactical blunders for an otherwise smart group of people). It started going downhill after the June debate. That's when it was no longer possible to ignore the obvious.
I am also not actually convinced that Republicans can see it. They will claim that they were aware all along once the public opinion turns, but I don't think they can figure out whether they are seeing a mental decline or his usual eccentricities. They have been making excuses for Trump for so long that I don't think it's going to be easy for them to beat that mental habit until Trump no longer holds the same magic they expect to see in him.
