Understand the meaning. Almost half the states have sued and won already so they don't have to turn over voter rolls since it's illegal. If the Post office doesn't deliver ballots to those states for example nobody in the state of Oregon can vote because Oregon is 100% vote by mail.Ballots are not blank they have voter info on them so they can't just put out millions of ballots where the ballot boxes are and let people pick them up, they won't have their name on them.
This is 100% an attempt to screw the election it's a Constitutional Crisis, POTUS is ordering the Post office to follow illegal orders and they are in fact complying with the illegal orders
Marc Elias is already suing and demanding immediate relief from the courts while asking SCOTUS to rule immediately on it but DeJoy has been pretty clear he's going to comply with Trump not the courts.
So even if they do deliver the ballots under court order everyone is going to have to vote in drop boxes not the mail because nobody will trust the post office.
He's effectively trying to force everyone to vote in person. note Oregon is 100% vote by mail, the only way to vote in person is to vote at your County elections office which is a not even remotely intended to have thousands of people voting.
