He's 33 and has been an assistant for quite a while. He was an overachieving, high IQ kind of QB. It's not unusual for such a guy to call plays. He doesn't have the pedigree of Sunseri, who came from a good coaching tree, but that doesn't mean he doesn't have something to offer.
Sunseri was a bad OC. Completely given the reins to the offense by a hands-off head coach, he couldn't generate anything, even with a talented/experienced QB and a couple of good skill players.
Sunseri clearly wanted out, so who else was going to call the plays? Skipper is a defensive coach.
