Newsom opposes it but not for the reasons you think, he thinks it needs to be national to avoid people just moving.

The key is they can't move now they had to have already moved by Jan 1 to get away from 40 it's a one off. If you make it annual then yes it needs to be national and that will never happen because the wealthy have so much pull in the GOP right now
Since all the talk started California has ADDED about 50 billionaires. Something like 6 well known billionaires left the state
