Trump goes back and forth on Russia. While he is vocally for Russia more often than not, most of the meaningful issues other than selling rather than giving weapons to Ukraine have been against Russia.

On most consequential issues—aside from shifting U.S. support for Ukraine from grants to arms sales—administration actions have largely cut against Russian interests. These include tougher sanctions, the boarding of sanctioned oil tankers, expanded satellite and strike intelligence sharing, air-raid warnings, and the seizure and sale of Russian energy assets located outside Russia.

Russian state media amplifies Trump when he publicly disparages Ukraine, but that support is conditional and short-lived. When it becomes clear there is no tangible U.S. backing for Russia, the tone often reverses just as publicly. The gap between rhetoric and material outcomes is hard for Moscow to ignore.
