If you look at the global top incarceration rates. In the top 20, the top is el Salvador.. However, the balance of the locations are states:

the intervening spots in the above list are filled with US states,and the bulk of the top jailers in the world are US states. The article says:

I too saw a Steyer interview about some policy and when asked what he would do better he said something like Cuomo, and he would have better commercials. He's a smart guy and will eventually have a more satisfactory answer but that guy thought private prisons was an investment opportunity.
He is a hard pass for me in the primary.
